if you want iOS 9 on your non-retina iOS 5 and older you came to the right place. i listed the tweaks that helps you have more iOS 9 features on your device:
_Bytafont (for font download with iOS 7 font from Cydia)
_CardSwitcher(for the card UI multitasking)
_ChargingBackground(to remove the black background in lock screen while charging)
_ColorKeyboard
_display candy (i recommend choosing "zoom from icon animation")
_FolderEnhancer
_iconoclasm (go to extras and choose iOS 7 FolderEnhancer)
_Live Battery Indicator + iOS 7 live battery indicator theme (for more similar status bar battery)
_Lockbar pro (ControlCenter in your lock screen *it might not be compatible with your iOS 5 device and take you to safe mode)
_lockHTML 2 (for hiding clock in music controlling on lock screen)
_safari unibar (to combine search bar and address bar)
_SevenCenter (iOS 7 mode NC with blurred background and animated grabber)
_snow cover simple (for lock screen music artwork showing like iOS 9)
_unlock7 (to slide anywhere to unlock *as i said for Lockbar pro)
